You need to check your sources, because this is not true. If you do a fresh install of Windows XP Pro (Home doesn't have the ability to use IIS), IIS is NOT installed. You have to explicitly install it in a separate process. Also, by default, IIS is blocked by the Windows XP firewall, requiring the user to then open the port for that traffic (outgoing port 80).

Besides that, there are simply more hobbyists using LAMP out there than IIS applications, which makes that number higher too. Not that I doubt Apache's relative position, I simply think that the statistics need more analysis than simply looking at the numbers at face value.
